The Central Texas Council of Governments (CTCOG) was organized as a sub region in 1968 and gained full planning regional status in 1974. It has consistently been innovative in program development. CTCOG takes a progressive approach to prepare its membership for change and growth and to encompass new issues that serve to improve the quality of life for its citizens.

The governing body of CTCOG is the General Council.

The General Council is composed as follows:

a. Each Member County shall have five (5) representatives who shall be elected members of the Commissioners Court, plus one (1) additional representative for each 50,000 population or fraction thereof in excess of the first 50,000 which said representative shall be an elected official appointed by the Commissioners Court of any such County.

b. Each Member City with a population of 25,000 or more shall have two (2) representatives who shall be elected officials appointed by the City Council. Member Cities with a population not in excess of 25,000 shall have one (1) representative who shall be an elected official of the City appointed by the City Council.

c. Each Member School District or College or College District shall have one (1) representative who shall be an elected official of the District appointed by the governing authority of said District.

d. Soil and Water Conservation Districts shall have one (1) member from each district of the Region. Each Soil and Water Conservation District shall designate their representative. Such representative shall be a Member of the Governing Body of such Soil and Water Conservation District.

e. Each Water Control and Improvement District shall have one (1) representative who shall be an elected official of the District, appointed by the governing authority of said District.

f. Special Purpose Districts shall have one (1) representative from each District. The governing
bodies of such Special Districts or their designated representatives shall select the representative who shall be a Member of the Governing Body of a Special District.

The General Membership consists of 95 percent local elected officials from general-purpose districts. Approximately 5 percent are citizen representatives of interest groups. The General Membership has the final responsibility for the general policies of CTCOG and elects the members and officers of the Executive Committee. Members of the General Membership serve one calendar year.

The Executive Committee is composed as follows:

• The five (5) general officers of the Council who serve as the President, 1st Vice-President, 2nd Vice-President, Secretary-Treasurer and Parliamentarian;

• Immediate Past President of the Council; and

• Two (2) Members for each County (geographical area).

• One member from each City with a population of 12,500 or greater.

• Two members elected at-large as nominated from all Cities with populations under 12,500.

• One member representing Fort Hood.

• One member from an institute of higher education (College level).

• One member from a K-12 School District.

• The Executive Committee may appoint one (1) or more additional members who shall be citizen representatives and/or representatives of Special Purpose Districts having membership in the Council. These additional members shall be reviewed annually and either renewed for another year or removed if no longer appropriate.

The Executive Committee is composed of approximately 97 percent local elected officials and approximately 13 percent either appointed officials or citizens representing the nominating authority.

The Executive Committee governs the activities of CTCOG between General Membership meetings. It is responsible for policy formulation and the receipt and disbursement of funds.

Elected officials serve one calendar year. The term of office of nonelected officials is determined jointly by the appointing authority and the Executive Committee.
