Tenant Based Rental Assistance (TBRA)
On February 1, 2007 the CTCOG Housing Division and the City of Killeen entered into a Memorandum of Understanding to provide elderly income-eligible residents of Killeen with Tenant Based Rental Assistance (TBRA). The City of Killeen was awarded $173,711.00 for TBRA for FY06-07 through HOME program funding. The TBRA funding is targeted to provide rental assistance to eligible residents selected from the Housing Division’s Section 8 waiting list. The rental subsidy promotes independence and quality of life improvements; it allows elderly families access to a wider range of affordable, safe housing as well as more convenient access to specific special services they may require.
The Housing Division administers the TBRA program in accordance with all policies, procedures, guidelines and affirmative marketing outlined in its Administrative Plan. The participants are selected from a waiting list and are assisted with application processing, orientation, referrals to participating property owners, and any ongoing housing issues throughout the term of their lease.
In addition, the Division makes payments to participating owners and provides the City with demographics, utilization trends, numbers of persons/families assisted, and total funding expended per participant on a monthly basis.
The agreement between the CTCOG Housing Division and the City of Killeen supports a collaborative atmosphere and provides maximum operational efficiency for all parties concerned – particularly the elderly low-income residents within the service area.
